Approval of Service Related Structures in the Road Reserve

Background
It is recognised that service authorities will have need to install pits and control boxes etc, within the road reserve from time to time associated with the provision of their services. In general, such installations can be approved when the structure does not interfere, in the broadest sense, with the intended function of the road, and where there is no reasonable alternative to install the facility outside the road reserve.
Guidelines
Where installation within the road reserve is under consideration, the Department of Planning and Infrastructure will approve the erection of service structures subject to the following criteria:
- The structure will be associated with a service in the road reserve for which approval has been granted.
- The size of the structure is such that its presence will not adversely affect the public use (vehicular / cyclist / pedestrian) of the road reserve.
- The location of the structure will not adversely affect the use and maintenance of the road reserve nor access to adjacent land.
- The structure will not present a hazard to road users (vehicular / cyclist / pedestrian) nor compromise road safety.
- It is impracticable to locate the structure outside the road reserve.
- All above ground structures shall comply with the requirements of the Building Code of Australia (BCA).
Implementation
The implementation of this policy will be the responsibility of the Department’s Road Projects Division. It is expected that only applications which fall outside this policy will be referred to Road Network Division for resolution.
